Technically, bipolar disorder gets on my nerves second fastest of any psychological disorder. Though that's a long story involving my male friends' tendencies to have bipolar girlfriends who have to have the spotlight on them at all times don't even get me started.

Anyway. I am Armchair Psychology Woman, after all, and I'm off therapy today - how fitting! - so here's a start:
http://www.psychologyinfo.com/depression/bipolar.htm
Basically, though a lot of people think they have it because they have mood swings, it is more serious than that. It involves both (has to, has to, has to be both) of the following:
- out-of-control highs not due to chemicals or anything else like that - way too much energy, doing things without thinking, acting on impulse, driving recklessly, etc etc
- depressive episodes, which I understand to be bad-enough-that-you-can't-function depressive.
There's also a milder form called cyclothymic disorder, which is like the above, but not as severe.

And as with any mood disorder they say it has to have been going on for a couple of years, constantly. As I understand, they say that just to make sure that it's not a temporary problem due to some particular incident.
And bipolar disorder = manic depression. One's the newer name, and one's an older name.
