Um...Perl Harbor was a MILITARY target in which MILITARY installations were strategically attacked. Truman came out and said the Nagasaki strike was at a military target, but the offical order seems to be clear that the cities themselves were the targets (ie obliterate everything including innocent men, women and children) You can see the order at:
