Ideally, one would need a permit/license and a commercial location to operate a brothel. Sex workers would need to get a health test every week or so, and the results would have to be on hand at all times, or else the shop is closed until the problem is resolved. Sex workers could leave at will. There would be inspections, and the inspectors could immediately shut down any business that has violations.
Pimping, operating a brothel without a license, or just prostituting oneself without a license would be a crime still.
Boom. Prostitutes are free to safely operate as free agents, the state gets tax money, and crime goes down, partly because prostitution is no longer one, and partly because the police can focus on other problems.
