Compiling PureFTPD + MySQL for Windows?

Hey,

I'm trying to compile PureFTPD (www.pureftpd.org) with the MySQL (www.mysql.com) option turned on, but I am having some trouble doing it for Windows. Can anyone out there give me some nice instructions on how to do this correctly? Like:

1. download compiler [insert name of compiler here and where to download] (I currently have Cygwin installed)
2. download extra components [name components and where to download, if any]
3. run this [explain exactly what to run and which options to use]
4. run the exe that has been created.
