Banner Help!!! *runs in circles*

I am new at banner making! Yay....anywho..I need help! I can make them and all, but for some reason, they are all ranging from 28-133 kb and I need to downsize them to upload them. The only way that I have found to do this is to take them from their current JPEG format to GIF. GIF stinks...it distorts and takes all the colors out. Is there any other way for me to do this without it causing issues with my images? If so, how? And, if somebody could give me the URL for a good, free gif maker, it is greatly appreciated! ^^

Yes, there is: just save lower-quality JPEGs.

(If you use Adobe Photoshop, for example, there should be much better options for saving GIFs, JPEGs, and PNGs when you choose "Save for Web" rather than just "Save". The GIMP and IrfanView, for another example, always give you the advanced options.)
