Number of members?

Number of members?
By coincidence I've noticed a remarkable difference between the number of members at the forum page and at the members main page. Is it a bug, or is it possible to create a forum account without an org account? 'Cause I remember that I'd created only one account and have access to both.

The forum shows the number of accounts created. The member main page shows the number of accounts that have logged into the site at least once. There are a ton of dead accounts that were created but never used since the person typed their email address wrong, they lost their email, or something like that.
