Banner To Sexual?

Ok i would like to ask a question and i hope i dont make anyone mad by saying this. but i dont understand why my banner was rejected. i was given the reason that my banner was "too Sexual" . but i am not showing any nudity. or for that matter anything that implies sex..yes i am showing a Girl that has no clothes on. but i show nothing that would imply nudity. it is pretty much like me showing a girl in a bathing suit. like the much popular banner of the huge boobies and the message saying "its art". i tried to fix it. but it got rejected and the message was "no try again" that is not very specific. im trying to be on the edge with this banner. please if any mods dont feel like this post is "P.C" enough feel free to lock it. im just trying to get some answers to why my banner was rejected.

Here are the requirements for www.AnimeMusicVideos.org banner ads:

1. Banner ads must be the standard banner ad size (468 x 60).
2. Banner ads file size must be ~20K or less.
3. Banner ads must contain the official logo somewhere on the ad or at some time during the ad. You can use the example image or the original Adobe Illustrator source (links below).
4. The phrase "AnimeMusicVideos.org" must be present and readable somewhere on the banner.
1. The phrase on the logo will suffice if present and readable.
2. The phrase on the logo may be rendered illegible or removed from the logo itself if the phrase is present and readable elsewhere on the banner.
3. If the logo phrase is not used or readable, the added phrase should not be part or appear to be part of the logo.
4. At a minimum, the logo "AMV" oval must be readable.
5. All text must be readable on the banner ad, must use correct spelling, and must use correct grammar.
6. Banner ads may not have a negative message or expletives.
7. Banner ads may not use the names or likenesses of other members without their consent.
8. You may enter as many banners as you like, however you may only have 3 pending banners for review by the site admin at one time. After your banner(s) have been reviewed, you may enter more banners.
9. The banner must represent and otherwise promote this web site, AnimeMusicVideos.org

No where on these rules do i see showing skin is against them. im not trying to wadge a war or argue. but i think this banner may be worthy if i get it accepted and that means alot to me. I wish i could upload it and show ya but i have no way of doing that seeings how i have no hosting.

Quit sputniking and just come up with a better idea; sex only sells if there is a profit to be had. Why even bother with a nudie banner? What will it prove? Congrats your a pervert! And you just opened up the .org for possibe legal action. HOORAY!!!
