You are free to make whatever videos you want, but the admins generally prefer that stuff that is not made with dominant amounts of anime visual sources not get listed in the site's database. There is currently a search-and-destroy script that runs through the database periodically, deleting anything non-anime that was uploaded to the video servers.
If you were to make the video and host it on your own site, you could probably advertise it on the Announcements forum without your thread getting locked, as it is Japanese in origin and the movie was based on a manga. Hell, I got away with advertising a Night of the Living Dead video, mostly through the mod-friendly practices of not making a database entry for it here and hosting the video on my own site.
The "Live in '05" thread in the AMV Contests forum may help give a clearer picture of to what degree live-action amateur music videos and the .org interoperate.
