Mods- problem downloading local

ok, everytime i go to download something from local download it says Error: attempting to download to soon from previous attempt (something like that) and its been going on for like a few weeks now. i also noticed that a few other people are having this problem. anyone or any mod know how to fix it?

Disable any download accelerators, or get derobert to finish his new download scheme.
