Not the worst idea, but is this really intended to be a general anime forum, or one dedicated to AMV's?

Manga is off-topic, and thus should be discussed in the off-topic forums.

Actually I think it would be fine to have since we have the anime forum allready and that's just branching off a little bit. Besides, having two off topic forums is odd enough as it is. Most of the reason I don't post there is because it's too damn difficult to keep up to date on posts wth the amount of people who post in there in a day.
