I think Hatter needs to get banned again - as many times as it takes to get rid of him.

Especially since he keeps saying that Phade must now like him or doesn't think he's a bad guy. Funny considering it's quite the opposite and Phade is just sick of banning him over 50 times and figures if it means that much to him...
We should make a poll or petition or something. He is still under this delusion that he's helping people and is so useful and that it's only a vocal minority that want him gone.

Is he actually abusing the system (aside from the multiple accounts)? Or is he just saying unpopular stuff?
I've seen some of his posts with which I and many others disagree with, but I haven't seen him spam, swear excessively, post unauthorized material, or target anyone in particular (usually only in responses). Nonetheless, if you ban him only for speaking his opinions that no one else agrees with, that would be censorship.

You have a solid point there. Banning people for being unpopular is the worst possible idea. He's trodden on #8 sometimes, but then, so have a lot of people, either seriously or in jest.

My understanding, through talking with Phade, is that he is abusing the system by being so flammatory and just an all-around jackass. I do realize how weird it seems to ban someone for it, but it is Phade's site and he's done it over 50 times (according to Hatter). At the same time, you would agree that doing so would make the community a better place for it's members right? He abused the system many times. He was banned fifteen times, but kept getting new IPs and making new accounts, and Phade got tired of repeatedly banning him.

There is no reason not to ban someone for being an ass. He instills only bad feelings and all sorts of negativity and rarely contributes anything. This, aside from the points jbone brought up. It doesn't really matter if he's abusing the system or not, he's an asshole to everybody. I don't see why that's not grounds for banning.
