What defines a non-anime local link?

I know some that are definetly non-anime like, say a South Park AMV.

But some are inching close toward a line that I'm not sure has been defined.

Right now, I've been going by "If it's at least 2/3 anime, then it's not non-anime".
Since there's a lot of various AMVs with both non-anime and anime in them...

Then there's these other things, like video games. I realise that if you use mostle FMVs, it's considered anime, but are american games generalised in this way, as well?

And then there's "Final Fantasy: The Spirits Within". It was scripted by Japanese people, but animated by Americans...
Is this anime or not?

Then there's "The Last Unicorn", which was animated in Japan, but never premiered there, so people think it's not anime...

I just wanted someone to draw the fine line...

And also, is there a list of certain people who have Unabridged access to the donut's server? Because I heard that "Road to Iron Chef" had special permission to be uploaded, and I wanted to know if there was a certain list of people who had that right upload... If any... So I didn't accidentally report them...
