Upload limit working correctly?

I uploaded my video and discovered I had uploaded one over 100 MB in filesize (132MB). Shouldn't the FTP have detected that I went over the 100 MB limit? I want to replace the large file with a smaller version because I do not want to put unneccesary strain on the Local Download server but it will not let me take the video file down. Any help is greatly appreciated.
