Which is why I feel like he/she might just be missing that download bar at the top. That's why I included that part. I felt like it would be easier to lay all the steps out to pinpoint where exactly the problem is happening. Since he/she says some page looks the same, I don't know if it really is looping, or if pages are just getting mixed up in the OPs head. There was a short time a long time ago that I got two of those pages mixed up as the same page, so I don't know if that's the problem or not.
And how do I know if the OP actually understood the process or hit it with luck? Yes, they're assumptions, and I know what happens when I assume. It'll probably happen now. But I digress...we'll see where this goes from here.

Thanks for the help, it would seem something is wrong with my system as when I click on the "Local" button under the download section, it takes me back to the top of the same page. There is no "Proceed" or "Pledge" buttons, and I do understand and have done the full process exactly like your pictures many many times, but it won't go to the next page anymore. So I was just wondering why? Thanks anyway

Hurricane, I'm having the same problem as you are. It's not that it's sending us to the freebie's page for the proceed/pledge button, it's just refreshing the page. If I open the page in Safari it works fine, and that's how I've been having to do it.
I suspect it's something in the IE updates and/or the security in XP SP3, so I'll be throwing SP2 onto another machine and trying to track it down.
As for the problem, at this point you're going to have to get Safari or Firefox and get them that way.
