once again. im sorry to have offended or at least have a different opinon then some of the others who i feel are far better than i.. i would like to opoligize for bringing up such a difficult thing to discuss and i hope i will be forgiven

The reason it isn't in the rules is because it is a general site rule. Those rules apply to the banner contest as well. Moderators don't have the ability to approve or reject banners but I don't think I would have approved the banners either mainly based on the text you chose to include along with it. Keep in mind we have minors coming to this site.
