i've seen a system on the forums at newgrounds.com (it is a collection of flash games and programs, in many ways very similar to the org).
basically, forum users declared themselves as "good, neutral, or evil." this manifested as green, blue, or red backgrounds for their avatars for good, neutral, or evil, respectively. however, they didn't use a phpbb style board.
- perhaps, we could set up "helper, neutral, or (grouch?)" or something of the sorts.
they had a fully functional karma system (for the website, not the forums) based on the number of star ratings they gave, so that for people who had given more ratings, their scores were given a greater weight when calculating star rating averages.
the problem with having moderators rate other forum users based on their apparent hostility is that words could be misinterpreted, sarcasm is sometimes not so obvious, fingers will be pointed at who started what fight, or moderators could hold grudges against certain users (mods are human too, i think).

Yeah, I don't think having a "special" group of people rate other users is a good idea. No matter how objective they really are, there are always going to be people who cry foul at whatever they do.

I think issues like these are relatively easy to solve....you could have to have a few of these people agree that post in question is ill spirited.
This proposed karma system is not that different that the current mod system in place right now and the same issues that can come up here are the same issues that come up about the mods. No system is perfect, but a decent system is better than no system at all. These pseudo mods could just act on the safe side. This isn't really to rate everybody. Just the people that are obviosuly being bad. Its not hard to spot people swearing at others. Sarcasm can be misinterpreted so maybe people should just think twice as they can hurt someone without realizing that. Text communication is inherantly bad for conveying sarcasm. This could work similarly to the mod drop box and only even consider posts that are reported as being causitic or overly mean.

Ugh. I hate the karma system.
We tried on another forum I go to. Only the mods could award karma points. First people were complaining because their karma didn't go up...and then they were complaining when it went down (because of their complaining) Vicious cycle....
So yeah....I have a biased opinion.
