So, what is a Premiere Date?

Premiere date is exactly what it sounds like. What date your video will premiere. It's most useful for things like you don't want a video available to download until after a con it's submitted to has passed. So you upload it and change the premiere date to the cons date.

Actually, if you don't want it to be downloadable until the con's date, you have to change the Date <i>Available</i>.
