A Quick Question About Hits

I know this is probably a silly question to ask and I'm the only one who doesn't realize exactly what it is, but are the amount of hits a video gets determined by the number of times someone views the info page of a video or the number of times it has been downloaded?

Views, if you look at other stats you'd see the download counter for your vid was different then the hits counter.
