I'm even not still able to create something like that, but I saw once a .exe flash video. I mean, the video was starting normally, then there was like a menu where decide what video see and then clicking on that particular hypertext the video was starting. So, do something like this, so in the end upload a ".exe" file, would be against the rules?

I'm pretty sure we don't allow .exe, because .exe (of course) carries a huge risk of spreading viruses.
