I am due to pay a monthly donation to the Org.
When I click on the "Donate By PayPal" button, however, I get statistics on current payments and it doesn't link to PayPal so I can submit the donation.
Is there a step I'm missing?

There is a situation where this can happen. Normally, if the amount you owe is greater than zero and less than $25, the non-credtid-card PayPal account (phadeguy@hotmail) link will be available. If the amout you owe is greater than $12 and less than $25, both the credit card (amvorg@hotmail) and non-credit-card accounts will be available. If you owe more than $25, the CC account will be availabe but not the non-CC account.
However, if the amount you owe is less than 1 dollar and the phadeguy@hotmail PayPal has reached its montly acceptance limit, there will be no PayPal option available. There is a minimum transaction fee of 30 cents per transaction on the amvorg@hotmail account. Donations less than $1 get most of the donation eaten up by fees making it no worth even using PayPal in that situation.
