You make your own videos and then they can be catalogued and uploaded here.

The forum and guides can provide assistance if you get stuck.

The only way to make videos on this site is by stealing others'. Otherwise, I'm yet to hear of a web-based video editing suite.

The only way that an online video suite would work is if it did it for flash films and gave you 2mb WMVs. But I think you alraedy know that it wouldn't be practical.
