Need help with downloads.

Earlier today I tried downloading an AMV from this site but it wouldn't download. I went back to the main page and it said I had to give ratings for all the AMVs I previously downloaded before I could download anymore, so I gave ratings to them. Afterwards, I was able to start downloading again, but the AMV I was downloading was taking too slow to download, so I cancelled it and when I tried to download another AMV, it wouldn't let me. What's going on here?
