amv link
AMV creators should know the material used in their amvs. Therefore no cases of Unknown Artists should exist.
Having an Unknown Artist suggests:
a) Music is downloaded (we should not promot illegally obtained material)
b) Creator(s) is sloppy
Suggestion: amv information must be filled in with a certain time limit or during the uploading stages. If the information is not given within those or other instances, the creator is alerted through their email or PM (if they are active in the forums).
If after they have been notified x number of times over an x period, the creator has not filled in the information, the amv is deleted or something.

Well, people have listed "unknown" as an artist and "unknown" as a song, so it's not an automatic listing that the Org puts in when the person doesn't know.
Problem with your idea is that people knowledgeable of that rule will very likely just make up a source or list it as something it's not just so they can keep their video up. I think it's better to let them keep it as unknown so no one downloads their videos. If they didn't take the effort to find out what they were making their video with I doubt they put much effort in the video.
