Each banner has to be approved by an admin before being voted on (as of late, that means me).
Originally, after approval the banner would immediately get sent to vote --- so you'd wind up with having 40 banners to vote on at once sometimes. Of course, that was a bad thing, which resulted in admins only going through some of the banners, and trying have only a reasonable number approved at once. This requires remembering to go through banners routinely, and not being too lazy to do so. The admins --- me especially --- have not exactly succeeded at that in the past.
Recently, I changed the code so that 10 banners are voted on at once, and the rest of the approved banners wait in line for their turn. This allows admins to go through as many as we can stomach at once instead of only 40 or so. So I was able to finish off all the banners waiting for approval. Currently, there are no banners waiting approval, and one in line waiting for a vote.
It seems the 10-at-a-time system works better because then I can go through banners whenever, and the site takes care of scheduling the votes. Much nicer. That's the first thing that has helped banner response time.
The second thing that I fixed another sillyness with the banner admin stuff: It used to display the newest banners first. So, once a backlog built up at the admin tool, we'd go through the first few pages, and deal with them. Those were the newest 40 banners, though. So the next several hundred just sat there (remember, this was before the 10-at-a-time voting above). Oops. That's fixed now, but it doesn't actually matter much anymore because there isn't a backlog.
