Local Downloading Difficulties

I've tried just about everything to try to make the local downloads work. I still keep getting the wonderful "ERROR: You are attempting to download this video too soon after your last download attempt" that many are having problems with. I've tried changing my internet options, etc. I am a long-time user at a-m-v.org and the local downloads have always worked for me until now. Are there any other ideas on why it won't work?

I don't even have a downloading accelerator.
