Rework the most under rated

Current the top under rated video on here has 21 opinions. Second has 12 ops. Third has 16. It isn't until you get to the fourth most under rated video that you find a video that doesn't have enough ops to be ranked in the top video listing. It's kinda hard to take the list all that seriously when the top three videos have more opinions each than I have on all seven of my videos combined. I suggest automatically removing any video that hits 8 ops, I find it hard to consider anything above that under rated even if it does have the worse download/op ratio around.

Unless something gets done about this, I'd say this is the most useless list on the org
