Honestly, I think that a General Site Discussion forum would just become either a huge bitchfest or a gigantic display of asskissing, neither of which seems nice to me or particularly constructive or interesting. Furthermore, adding an additional Site-related topic would muddy the waters by overcategorizing. What sort of discussion about the site would take place that doesn't fall under Site Help or Site Suggestions? A simple "observation" generally doesn't cause lengthy conversations, and if you're really stating your opinion about something, there is usually an underlying implication about what you like about it (tacit encouragement) or would rather have instead (a request for change). In the first case, you can always just leave a drop box comment.
