Shameless self-pimping/fake vid scoring?

I don't like to wrongly point fingers, but to whom, if anyone, should we report apparent AMV score inflation?
it looks to me like this guy registered a second account, and gave his own video perfect 10's to bump it's score...

I could be wrong, but what are the chances, hmm?

I don't think he did. Judging by the spelling errors I'd say they're two different people. It's not that far fetched to have a friend show up who just wants to give 10s. I've had that happen to one of my videos, unfortunately, when I actually asked them to tell me what was wrong with the vid. ^_^
