Is local downloading legal?
as the topic, is it legal from local link?

The short answer is, it's definitely not illegal to download. However hosting AMV content is potentially not "legal". The long answer is a lot more complicated.
However downloading AMVs hosted on the local server is not illegal and will not get you in trouble with the law. In the worst case, your ISP might ask you to stop doing it.
