Large video upload request

On May 18th, I requested permission to upload a MEP, Worship At Full Volume.

And as of right now...it's still pending.

Now honestly, I've never done this before so I'm not 100% sure I'm doing this right, but I'm pretty sure it's send request, sooner or later request is granted [Well, or declined, I guess], and then you are able to upload the file?

I suppose if I am indeed doing this right...can someone review this for me? It's been almost two weeks...
