There's no Enter Video or Upload video option at all?

I've been trying to upload a video, for the first time, and went to several guides and they all lead me to this invisible Enter Video or Upload Video button, which is nonexistent for me.

Is it just me, or did the layout change? Because, I was looking at screenshots, and where the button is supposed to be, it is definitely not. There is no such buttton.

So, how do I go about uploading?

Enter New Video would be under the Editors... tab
