Premiere Elements 2.0 is probably your best bet. I haven't used it, but I know it can do all the things you want it to do and it's reasonably priced, around $100 I believe.
Also look into Magix Movie Edit Pro, which also has all the features you require and is much cheaper around $50. I've heard good things about both and Premiere Elements 2.0 is quite popular on this site.

Wow. Thanks for such a fast reply, I appreciate it. I'm going to give the free trial of Magix a shot now, and look into the other for my next AMV. But, I'm curious, do you know of any problems with the programs you mentioned? I just want to know so I can decide if it's stuff I can deal with or not. I'm a pretty patient person, and I'm used to technology's hatred of me, so I can handle a lot stuff, I just want to compare and make sure it's nothing my computer can't handle. Oh, and I forgot to mention, is there a variety of importation options? I like to have options, since I'm still playing with my DVD ripper to see what creates the best quality, so I'm not yet sure what type of video I'm going to stick with.

I can't say from first-hand experience, but I've never *heard* of any stability issues with either Magix or Premiere Elements. Generally Adobe products are stable enough, and Magix...well, if the trial gives you any problems then be careful about buying the full product.
I'm not even going to try answering what can and can't be imported into either of those programs...I'm shooting in the dark enough here.

I use Magix MEP10 (and MEP11 a bit), and I've never had it crash on me. Maybe freeze once. And once I had to go to a previous (backup) version of a movie project because somehow the one I was working on got corrupted (not sure what happened, luckily I made the backup of that project on a whim). Of course, my machine is sort of high-end so your results may vary (A64 X2 3800+, 2GB RAM, currently ~700GB HDD space).
Magix has a few quirks, but so do most other programs. But you get 16 tracks (video and audio), some OK packaged effects (if you are willing to do some work, you can do decent stuff), good masking/overlay support, and it's relatively cheap.

I feel a little silly asking this, but exactly how do you import videos into Magix? I tried, the first said it was there, but all there was was black, an the second only showed me a single frame. The files are .wmvs, if it helps. I tried looking at the help screen and only got more confused.

I'm still experimenting with my ImToo DVD ripper to see about quality. The last project I tried I put the files in .avi format, and this one's in .wmv, I'll probably keep switching around until I find the one I like the best.

The clips you're trying to import are probably DivX/Xvid-encoded. Do not use these kinds of clips in editing programs, ever. Also it's best to not use .wmv files for editing.
