Adobe Cutting....am i missing something?

Adobe Cutting....am i missing something?
Ok i'm very new to adobe...I have one question.
Is there a way to cut clips without dragging them to video 1,2, or 3?
because it will be annoying to keep dragging a clip...then rendering it so it plays ok...then delete what i dont need. I would like to make them into smaller clips before dragging. any way i can?

Yes, there is.
Drag the video file from the library into the source monitor (the one on the left if you've got two), and set In and Out points (keyboard shortcuts: I and O, respectively) to mark off the clip you need, then hit Overlay (keyboard shortcut: . (period) ) to plop it into the timeline.
Repeat.

if you can answer me 2 more well 3 more questions...or anyone who knows adobe.
1. Every time i hit over lay and it goes into the timeline, do i have to render to make it run right?
2. It seems every time i add the clips to my list (take this for exp. 1-26 eps of trigun) i tend to run out of computer space. Does it really take up that much room...or is there a way o get around that.
3. Where are the Fade, white out and black out effects?
if you can answer me 2 more well 3 more questions...or anyone who knows adobe.

to fade to white/black, you'll need to do a transition from whatever you're working with at the time to a frame of white/black
Black can be done by fading to nothing as frames with no footage are black, to fade to white you should create an image of pure white and fade to that.
