Old Film jerky VHS footage filter...

What would you all recomend? NOt just the grain, the authentic old VHS look (preferably with a option for 'skipping')

For cheap, use Vegas Movie Studio. Lets you set grain, tint, dust, flicker, hair, jitter, and scratches.

If you have money, there's Magic Bullet.

What about with adobe premiere 6.0? how would you go and make the footage look like old film?

Check out the QuickTime Effects; I believe they include some old film filters.

I recommend that you actually use a VCR and TV-out card to output your TV onto a VHS tape, perhaps run a magnet over the tape, and then play it back and reimport the video. If you lack a VCR, a camcorder recording a TV screen at high magnifications can also produce interesting distortion effects.

You can find digital filters that approximate this. You probably won´t find a digital filter that will get it exactly right, though.

I want a film effect that resembles "the ring" or that one scene from Cowboy Bebop where Faye is watching the video from her past.

Warping? Do you mean what happens when you fast forward or rewind a tape? If that's the case, I don't think there's a program that will do that. I would do something like trythil suggested. Export the vid or part of it to a VHS tape. Then re-capture the playback as the player is in rewind or FF mode.

It may be possible to simulate that effect with some kind of distortion (horizontal shear?) in bands...maybe one track per band...overlayed....
