Adobe Premiere 5.5 and up. Windows Movie Maker if you're new at it.

Which video editing software is considered the best? Has the most effects and everything.

please don't ask which one is "best" as that is a subjective term and depends on your skill level and peronsal style/taste.

look through the first few pages, and try as many programs as you want/can.
you may also want to try trial versions of other commercial programs, like adobe premiere (elements, pro), Sony Vegas movie studio, Magix movie edit or Ulead Video studio.

keep in mind that [generally] the more effects/features/freedom that a program has, the harder it is to learn. Windows movie maker is easy to use...but is pretty restrictive, premiere pro gives you much more control and has more features but is also much harder to learn than WMM.

for the best features and effect options, you may want to consider getting a program designed to add digital effects, like adobe after effects (but it's not free...you'll have to look through the pages of this thread to find open source programs like this)
