Is there a way you can just delete the bottom half of the anime like put a black screen on it? so there would be no subs?

Yes. It's called "cropping". See the subtitle removal guide in the guides section of the site.

with vegas ya can just rightclick on the vid in the timeline, select video crop/pan , untick "maintain aspect ratio and "strech to fil frame" , then just hold the left mouse buton in the boton center squar and move it however you wish

Premiere you can add the Clip effect and slide a slider :O

Not really, it's better to use an overlay in Premiere instead of the clip effect on EVERY SINGLE TINY CLIP YOU HAVE.

or he could just creat and output the vid with the subs, then just reimport it into whatever and hide the subs then output it again
