I don't have an ATI but I'm going to assume that they have overlay controls just like Nvidia cards.

This is the best way to record to VCR that I have found.

First, make sure that you are cloning your monitor and sending an identical signal to your TV VCR setup. Next, Set up your overlays (found under Advanced video options in your windows properties) so that the second output device => Analog to TV is set to full screen. There might also be options like Fit source to screen or "original dimensions of source". Make certain that this second option, original dimensions, is selected.

You'll probably need to reboot so that these changes take affect.

Now with cloning, you can use Window Media Player, etc, to send media footage over to yourTV VCR. With the overlay settings, this media will automatically play full screen on your TV, there should be no need to maximize the image on the computer monitor.
This makes managing play lists easy, and also eliminates flickering and resolution problems that your TV VCR will encounter trying to cleanly show cloned media playing at fullscreen on your computer monitor.

While the footage is playing, simply record it through your VCR.
