Quantization matrices

So anyway, I just finished reading Crusty's blurb over at Doom9 about quantization matrices, and I still have some questions. Namely...

1) What are all those damn numbers?

2) What do they do?

3) Which ones should I use?

Obviously, I didn't have the slightest clue what he or she was trying to say.
Ask me about my secret stash of videos that can't be found anywhere anymore.
