I'm getting this kind of footage:

What is the issue? It was working fine (and shows fine in VLC), but will import in Premier Pro and Vdub like this.

It's a HuffYUV encoding error from Premiere. VLC might be playing it correctly by compensating in some manner or skipping the errored frames.

Export Uncompressed and then recompress to what you need in Vdub.

I've had this happen thrice. Try bashar's suggestion first. If it fails, we'll go back to the drawing board.
