I start off with gorgeous Uncompressed Video footage directly exported from my editing program. After I shot it out of ZarxGui, I get this blocky and fuzzy piece of crap.
Even with the super-high quality settings that takes hours?

If you have a blocky H.264 video, you're either using an infinitesimal bitrate, or your video has way, way, way too many effects. Or both.
Pump up the loop filter to max.
Ignore this. I was using both the wrong .bat and .avs file, which I hadn't edited properly. I'm offically cleaning out my computer tonight. Too many scattered files everywhere.
