We're in a transitional phase with it that should have occurred a couple of years ago, but people are too afraid to put their foot down and say "here it is, adapt or go without." A large number of fansub groups have decided to make it their sole distribution codec, which is a start. I'd say VLC is pretty mainstream when my University's computers all come with it installed. Schools are usually the furthest out of the loop when it comes to this kind of thing.

Also, if you really want to know, WMP 11 can playback MP4 files with no problems. And we're talking about a thing that your OS tells you to install, not something that you have to go download from some site (in this case microsoft).
Even other devices besides PCs can playback MP4 files with an H.264 video stream, so yeah, I think that it is already a lot compatible.
