Low quality problem

Hello
I'm wondering if anybody can help me improve the rendering quality ..? Whether it's avi, wmv or mp4, the quality is pretty bad .. (image seems blurry and full of grain)
This is my avi template:
Video rendering quality: Best
Frame size: HDV 720 (1280X720)
Frame rate: 29.970 (NTSC)
Field order: None (progressive scan)
Pixel aspect ratio: 1.0000
Video format: Xvid MPEG-4 Codec

Description: Audio: 48,000 Hz, 16 Bit, Stereo, PCM Uncompressed.
Video: 29.97 fps, 1280x720, Progressive.
Pixel Aspect Ratio: 1.000, using CineForm HDV codec. OpenDML compatible.

And my mp4 template (which looks better):
Frame size: (Custom frame size) Width: 1280 Height: 720
Profile: Main
Frame rate: 29.970 (NTSC)
Field order: None (progressive scan)
Pixel aspect ratio: 1.0000
Number of reference frames: 4
Constant bit rate (bps): 8,000,000

Description: Audio: 128 Kbps, 48,000 Hz, AAC.
Video: 512 Kbps, 29.970 fps, 320x240

I have no idea what I'm doing wrong Any suggestion?

Youre project settings should be the same as youre sources.But as for the video u should export a uncompressed/lagarith/HuffyYUV,So then u may import the video into Zarx264(U will need AVISynth to use this) or u could just download the AMVApp(Since it brings those tools and other usefull editing tools)

Thanks for the suggestion .. I've started using VirtualDUb and AviSynth but everytime I'm saving a file the input video is always so much better than the output one. I think that's because all the filters are being applied to the input vid. I suppose I'm still doing something wrong?
Also I've tried Zarx264 as well, but still no improvement

Depends on the the filters u are using and codec u are using to compress it.(I suppose )

What program are you using? I have the same problem in Sony Vegas.

Maybe Vegas just renders in low quality...

If your footage is low quality,You shall get low quality.

Yes, that's true .. but even with high quality footage the output video still looks pretty bad .. it's as if there's a glass added which makes it blurry and full of static and lines
