Because DivX is a compression format..?
I had that same problem with my Mission: Improbable segment.
Then I saved again as an uncompressed AVI from Premiere and opened it up in VirtualDub. Compression techniques are a good bit more tweakable in VirtualDub (like 1-pass fast recompress...gorgeous stuff! But 19MB for 20 seconds? Enh...)

Err it's a lossy format ^_^ ?
Everytime you compress with it you're losing more and more data. Export with huffYUV compress to divx, but frankly that's probably not going to look much better.
You may also want to check your export settings since divx3.11 defaults to 900kbps.
