Some programs allow it, but only from DVDs that aren't copy protected. But I don't recommend it at all. First - it means you edit interlaced. Second - anime are often mixed NTSC and FILM - not all programs treat this correctly and cause that way a speed change for the one or the other. And third - you miss all the ways that offers AVISynth to improve your footage. And not to forget - DVD-drives are slow compared with HDD.

You should rip all needed episodes and convert only the needed scenes. Of course, if you want to make more projects using this anime and you have enough hard disk space to keep 26 episodes - rip them all, like I did with Noir.
There are some more reasons not to edit with the vob's. Since it's MPEG2 it needs a much more powerfull computer than editing with Lagarith or HuffYUV. Not to speak about generation losses.

It is possible to do with this amount of HD-space. Rip one episode at time, convert the needed scenes, delete the episode, continue with the next. Use Lagarith for compression and make sure not to convert to RGB in your script. Keeping it in YV12 will save you half the space compared with RGB 24. Your idea of saving HD-space with editing from the DVD would only work if it's a single DVD but not with multiple DVD since the editing program needs access to all used footage.
