What they mean is you are not allowed to insult people and you are not allowed to just post random links in the forum sections that promote yourself and are off topic. You are supposed to keep the AMV Promotions to the Announcements and Opinion Exchanges and for the most part you aren't allowed to advertise your own websites or forums in threads on this forum.
