Recording Off Monitor

I see all these videos taken from people playing game from their computer and or TV. Like Halo Sniper Videos from Xbox. Or WoW's movies.

What program allows to record off the screen while playing video games?

FRAPS is one. There are other assorted screencapture programs.

Actually all you need is a VCR or DVD rec or didgital recorder.
