Converting from one FPS to another

I know using downloaded sources is bad, even if its raw but it's the only thing I have. Anways, using downloaded footage, how would you convert 119.88 fps to 29.97 fps?

I'm pretty Adobe-illiterate (I'm using Premiere Pro) so I'm not 100% sure if it matters, it could be I'm just doing something wrong when I set the out and in parts then overlay that clip onto the timeline.

I'd be thankful if anyone can help me with this problem.

fyi, I did remember someone else asking about this and did a search in the forums for 119.88. It was the third oldest thread in General Video (this one included).

Must've missed that then cause I did use the search tool first, but I normally skip around and searched for FPS not for Frame Rate ^^;
