NTSC/PAL Ripping and AviSynth questions...

NTSC/PAL Ripping and AviSynth questions...
Alrighty!
Yesterday I got the End of Eva DVD, so now my NGE collection is complete, and I'm going to rip the entire series for a new AMV. But here my question starts:
I am reading AbsoluteDestinys & Ermacs Guide right now about how to de-interlace and such things. But my prob is, I am using the standard NTSC DVDs, although I live in a PAL country.
IIRC, the PAL/NTSC thing shouldn't matter when you watch the movie on the computer, but what about when I make my whole project in NTSC, de-interlace it, and after eventually exporting the whole thing, burning it to VCD? Am I able to burn a PAL VCD then, or do I have to stick with the NTSC? Cause that would be kinda bad, cause I want to watch it on the big screen...
And another questions: I read the guide about how to de-interlace with AviSynth, I've made the scripts for it, but how the hell do I execute the program?
Help would be very appreciated.

I doubt it, it probably just inserts 1 frame every sec er sumthin. Besides, he's using VCD, so there is no such thing as telecine
There are two ways to convert NTSC stuff to PAL (fps wise, res wise is eaaaaaaasyyyyyy noob stuff :P) once you have progressive 23.976 material you can either
A. speed it up to 25 fps (dont forget to speed up the audio too) this will play it faster but its doubtful you'd notice it.
B. speed up to 24 fps and insert a frame every second either by doubling the last frame or through a sort of telecine. Of course again with VCD that point is moot.

omg, did I really write thansk up there?
Anyway, I thought that IVTC does just remove the interlaceing, not doing anything with the framerate. So whenever I IVTC something, it also changes the movie to 23.976fps, right? So I have to do the 24fps thingy from the guide with premiere, with all the audio stretching too..?

Technically isn't going from anything other then FILM, telecining ?? Hmm Hmm ^_^. VCD PAL = 25fps, so he needs to somehow get it up to there, so yes it would matter. Adding frames would look like shishle and speeding up the video could cause audio "distortion" or desynchage.
PAL is so no win :p
