Video Flicker and Flash Effect

I just spent an hour searching forums and FAQ's and couldn't find the answer for this. Is there a way to create a flicker effect like in Beowulf's new uber video(the akira part); without razor tooling frame by frame? I'm using premiere pro and after effects by the way. Just wanted to know because I see it in a million different amv's and movie trailers I see on TV. Also wanted to know how to create a flash transition, like when the screen flashes white before the next segment. Thanks for any help :D

Create a clip of the desired flicker color. Put it in a track above the rest of the video, in the section you want to flicker. Then, pull the transparency rubberband down on both ends so it starts out transparent. Next, add nodes and change the transparency however you want it to flicker.

The other way, if you only have one clip at that point in the video, is to just pull the transpaency rubberband around on that single clip. In this case, you want it to be opaque except when you flash to black, in which case you want it to be transparent.

The "flash transition", as described, sound like just cutting to a white clip and then cutting to the next clip. I'm not sure if this is what you intended, but that is what I got out of the description.
