It's a reworking of MP2 audio that's designed for high-bitrate encodes. Here was a multi-format listening test that included MPC that was done last May. It compares MPC 1.14b, iTunes 4.2 AAC, Vorbis aoTuV b2, Atrac3, WMA9, and Lame 3.96:

Other than the results of the test, I'd have no idea. I don't use MPC.
